近年来，无人机产业在深圳有了快速发展，特别是深圳市出台了发展航空航天产业的总体规划 和未来产业发展政策的通知，对国内外的影响力日益增强，其所孕育的商机对世界产生了巨大的吸引力。在《深圳市航空航天产业发展规划（2013-2020 年）》中，深圳市政府明确提出了以下三点建设建议：
一是明确优先发展领域。重点突破无人机设计测试总装集成、一体化数字航空飞行控制系统、 无人机用发动机控制系统、高精度飞行姿态控制系统、通用地面操控平台系统、无人机载荷系统、数据链通信及导航系统、机间信息共享控制系统和人机交互系统等 关键技术，研制微型无人机、智能无人机和高端航模等系列产品。重点培育中小微无人机在影视传媒、商业航拍、现代物流和城市规划、智能交通、警务通勤、应急 救灾、地质水电、农林渔牧等领域应用。
二是明确工作重点。重点是实行“无人机腾飞工程”。重点支持建设无人机产业基地，鼓励无 人机研发制造企业、零部件及航材供应商、精密制造装备及技术提供商等企业入驻，促进产业集聚发展，构建无人机研发、设计、测试、总装集成全产业链。支持筹 建无人机试飞基地，提供试验鉴定，飞行器测试、航空体育竞技等专业化服务。鼓励企业建立无人机飞行控制系统技术中心，重点研究一体化数字航空飞行控制系统、云台控制及自增稳、无人机间信息共享控制系统、数据链通信及导航系统等关键技术，加强无人机通用地面操控平台、人机交互系统、智能飞行影像系统、高清 图像传输、气动设计、动力能源装置、载荷系统等技术研发。

As a world-class international maker center and China’s important electronic information industry base, Shenzhen provides good foundation for industrialization, popularization and application of unmanned system industry by virtues of its perfect market mechanism, active capital market, strong industrial development and innovation ability, unique location, talent aggregation ability, mature supporting industries, advanced government policy orientation and many other advantages.
1. Industrial Policy Advantage
In recent years, UAV industry has achieved rapid development in Shenzhen, especially launched the notice on the overall planning and future industry development policies for the development of aerospace industry. It increasingly strengthened the influence at home and abroad and the business opportunities it bred produced a huge attraction to the world. In Shenzhen Municipal Aerospace Industry Development Planning (2013-2020), Shenzhen Municipal Government clearly put forward the following three suggestions:
First, clearly define priority development fields. Great efforts shall be made for key breakthroughs in UAV design, test, assembly and integration, integrated digital aviation flight control system, UAV engine control system, high-precision flight attitude control system, universal ground control platform system, UAV loading system, data link communication and navigation system, inter-machine information sharing control system, human-computer interaction system and other key technologies, research and develop mini-UAV, intelligent UAV, high-end model and series of products. Focusing on cultivating the application of medium, small and micro UAV in television media, commercial photography, modern logistics, urban planning, intelligent transportation, police commuting, emergency relief, geological hydropower, agriculture, forestry, fishery and husbandry and other fields.
Second, clearly define key emphasis in work. The key emphasis is to implement “UAV Flying Project”. Give key emphasis to support the construction of UAV industry base, to encourage UAV research and development and manufacturing enterprises, parts and aviation material suppliers, precision-manufactured equipment and technology providers and other related enterprises to set up, to promote industrial cluster development, and to construct the whole industrial chain of UAV research and development, design, test, assembly and integration. Give supports to build UAV test flying base to provide test evaluation, aircraft testing, aviation sporting competition and other professional services. Encourage enterprises to establish UAV flight control system technology center so as to make key researches of integrated digital aviation flight control system, console control and auto-stability augmenting, UAV inter-machine information sharing control system, data link communication and navigation system and other key technologies. Strengthen technological research and development of UAV universal ground control platform, man-machine interactive system, intelligent flight imaging system, HD image transmission, aerodynamic design, power force device and load system.
Third, clearly define market exploitation route. Encourage enterprises to actively expand the domestic and foreign markets, make full use of e-commerce platform and international exhibitions, develop sales channels of UAV in consumptive e-market and make rapid expansion of market size. Give emphasis to strengthen the wide use of UAV in civil field, and gradually develop UAV-based derivative products services such as entertainment, culture and education.
2. Industrial Base Advantage
Shenzhen is China's reform and opening-up window and front position. After 30 years of rapid development, it preliminarily constructed “"high, new, soft and excellent" modern industrial system” relying on its perfect market system, active capital market, unique geographical advantage and significantly zooming independent innovation ability. It enjoys obvious electronic information industry advantage, and strategic emerging industries and modern service industries become the twin engines of economic development. Without national aerospace’s major projects and resources layout, Shenzhen has obtained a leading position in some important fields, achieved the initial success in the development of aerospace industry and laid a good foundation for new round of great-leap-forward development relying on its market mechanism, talent accumulation, independent innovation and associated industries as well as its geographic advantage adjacent to Hong Kong and Macao.
Shenzhen electronic information industry has solid foundation, strong industry development and innovation ability and superior new technology application and promotion conditions, which provide good foundation for the industrialization and application promotion of UAV.
